Malaysian residents and non-residents may establish a Labuan company. Eligibility is always subject to the proposed business activity, due diligence and the regulatory requirements that apply at the time of incorporation.

A Labuan company generally requires at least one director, at least one shareholder, a resident secretary and a registered office in Labuan. Incorporation must be completed through a licensed Labuan trust company.
